Well, sir. In 2004, PP government assured and reassured ETA was to blame for the 11M attacks in Madrid, while ETA always denied it, and it eventually turned out they were perpetrated by Al-Qaeda.
Anti-terrorist sections of CNI (Spanish intelligence) were aware of a possible attack, and still the government pushed the CNI director to lie about the authors; the director of the Spanish CIA (so to speak) was forced to lie publicly, so imagine what a member of the army or guardia civil has to be silent about being much lower on the ranks.
